4- I suggested buying tickets for the concert rather than spending money on something less interesting.

Après "want", "to decide" , "to expect" .... on utilise toujours la structure "to + infinitif"
Après des verbes de goûts comme to like, on utilise le gérondif quand c'est une action qui se répète, habituelle...
Avec "to suggest" > gérondif
